In the last half of the eighteenth century, only a very small fraction of the population, perhaps as low as ten percent, played at all, whether religious or not. The game was regarded as non respectable and was led by those on the fringe of the company.

After the turn of the century, however, change comes quickly. In the cities, the numbers game has replaced the lottery, usually runs on the sly to the cigar and news stands. Some small traders also participated in increasing their income, for the number games frequently paid out only on the fewly selected number. There was a similar increase in illegal poker games, which created the well-heeled image of a polished, professional gambler. The reality was often sleazy, for the venue was the riverboat, the backstreet hotel, although poker games were also conducted in private clubs for higher stakes. The alliance with alcohol and prostitution was formed.

It was observed as a form of theft, only slightly repulsive because the element of consent was present. The makers of gambling games have been considered reprehensible to prey upon the innocent. None of these factors really went away, but the attitude towards their validity has changed.

During the Second World War an important attitudinal change took place. With so many men in uniform with so much time on their hands, gambling became a common form of recreation. There were sharps who abused and accumulated more money, but mostly the bets were small and the time passed more pleasantly. A larger part of the population, numbering many millions, has developed a more ambivalent attitude towards gambling. The nature of gambling while an escape was particularly appealing during the war effort when all the time could be yours lasts. Stress could be controlled in the artificial world of cards and dice.

Even more important for the development of gambling habit and the production of pathological gamblers, it was the one in the service that you did not go unfed, or unclothed, or unsheltered or untransported, even if you lost all your money.
